The Saving One Million Lives Programmme for Results (SOMLPforR) is a World Bank assisted Federal Government initiative aimed at strengthening States’ health systems through improvement in Maternal Child Health (MCH) indicators. These indicators include but not limited to: Immunization, Nutrition/Vitamin A Supplementation, Use of Long-Lasting Insecticide Treated Nets, Elimination of Mother to Child Transmission of HIV, Use of modern contraceptive methods and Skilled Birth Attendance.
The Federal Government and the States through the respective Ministries of Health, and the State Primary Health Care Development Agencies can by various means at their disposal, influence the uptake/utilization of these and other services at the primary health care level by members of the community and ensure also that the services are of good quality.
Being a results-based intervention, States are encouraged to invest in activities that ensure healthy outcomes for mothers and children and are rewarded for good performances measured by specific qualitative and quantitative indicators. Funds earned are re-invested to ensure better health outcomes.

Management Structure
The programme is supervised by the Programme Steering Committee headed by the Honourable Commissioner, Rivers State Ministry of Health and comprising of stakeholders from the Ministries of Health and Finance, the Rivers State Primary Health Care Management Board, Development Partners and Professional Groups.
The Program Management Unit (PMU) is in charge of the day-to-day implementation of SOMLPforR and responsible for the coordination of SOML activities in the State through a “Technical Consultative Group” chaired by the Permanent Secretary, Rivers State Ministry of Health, Mrs Caroline Wali. The PMU is headed by the State Program Manager, Dr Pauline Green (Consultant Public Health Physician). The PMU is domiciled in the department of planning, research and statistics of the Rivers State Ministry of Health.

The Dr Pauline Green led PMU OF SOMLPforR Rivers State under the direction of the leadership of the Health Sector and support from the National Program Office is relentless in its mission to ensure the achievements of SOML objectives and mandate by continued investment in result-oriented activities and programmes guided by data from the field and best practices in health. Yearly workplans that address the SOML-specific gaps and needs identified are developed with performance constantly appraised and constantly reviewed.
